Well, we all know it's the Master that has the summoning kink, so he's obviously gotta be Miaka. Plus, he'd do it for the wishes. Actually, it's quite disturbing how easy it would be to make the Master fall for this. All the Doctor would have to do is tell him he could summon a god that grants any three wishes he has. The only hitch in this plot would be the lack of sex involved. XD
