I apologise for not commenting on Part 2 but I was so keen to read Part 3 straight away that I couldn't bear to stop!
That was marvellous - a real 'feel good' factor to it, along with the moments of pathos. Must admit that I wasn't actually expecting the Doctor to come back to life (Maybe I'm so used to Dark Fic, lol) so that was a welcome surprise.
I thought your character voices were excellent; I could just see HoodyMaster's pout and hear the way the Doctor popped the p in 'Yup'... and the Brigadier was delightful. SimmMaster and the Brig is not a combination I would have been comfortable tackling as although Three was 'my' Doctor (as in the first I ever saw)I don't have that many Classic Episodes on DVD and don't feel that I know the Brigadier (or indeed Three) well enough to try writing him. But his dialogue and the way you wrote him gels with what I do remember of him.
May I second zagethe's remark about a sequel? I would love to know how the drum-less Master gets on. It's a very interesting question, whether without the drums the Master would still be 'evil'... because there's been talk of Moffatt bringing back John Simm's Master (both appear to like the idea - or should I say John Simm definitely does and Moffat has not committed himself either way but the fact that he's openly talking about it is a Very Good Sign IMO)and inevitably people are wondering how it might be done and whether he will still have the drums... and if he doesn't... well 'Wonder what I'd be without that noise' has never been more pertinent!!
I think there will be a rash of Master comeback stories now... which reminds me that I really must get on and finish mine, which I started writing over a year ago!!
